He needs to do at least one storyline to kick off the process, I believe. Standings will adjust each downtime by 1/4 of the difference between corp standings and the average of all folks with standings.

I just had an alt repair a DG large tower from 50% to 100%. It took about 16 hours in an Osprey with one medium and one large shield transporter. You should be able to train up an alt to do this in a short amount of time.

Look on the sell orders forum for people advertising the service. It costs around 250M or so, and you will need an alt to stay in the corporation to run the POS. Seriously, read the High Sec POS FAQ before investing this kind of cash.
